Ladakh’s Leh district has implemented Section 144 in anticipation of climate activist Sonam Wangchuk’s upcoming ‘Pashmina march,’ slated for April 7 along the Line of Actual Control (LAC).
Order by District Magistrate:
The District Magistrate, Santosh Sukhadeve, issued the directive following reports from the Superintendent of Police indicating credible threats to public peace and tranquility in the district. Sukhadeve invoked his authority under Section 144 of CrPC, 1973, to issue preventive measures.
Preventive Measures Outlined:
In the order, Sukhadeve outlined several directives:
- No procession, rally, or march is permitted without prior written approval from the District Magistrate, Leh.
- The use of vehicles mounted with loudspeakers requires prior authorization from competent authorities.
- Public gatherings are prohibited without prior approval from competent authorities.
- Statements that may disrupt communal harmony or public tranquility, leading to law and order issues, are prohibited.
- Adherence to the model code of conduct and compliance with all legal regulations are mandated for all individuals.

Purpose of ‘Pashmina March’:
The ‘Pashmina March’ aims to protest alleged Chinese encroachments into Ladakh’s grazing areas and highlight the “ground realities” in the environmentally sensitive region.
