Bihar is stepping up its efforts to attract filmmakers by launching a Single Window Clearance System (SWCS) designed to simplify and speed up the approval process for film shoots in the state. With on-location shooting becoming a major driver of tourism and economic development, Bihar aims to position itself as a top destination for filmmakers, not just in India but globally.
The state government has recognized that obtaining shooting permissions is often a cumbersome process across many Indian cities, including Bihar. To address this, the Bihar government is implementing a series of reforms to enhance the experience for filmmakers, making it easier to get the necessary approvals while also promoting the state’s vibrant locations.
A key component of this initiative is the Bihar-Film Facilitation SWCS, a comprehensive digital platform that will cover the entire workflow for obtaining shooting permissions. This system will allow filmmakers to apply online, make payments, receive notifications, and track their application status in real-time. The goal is to provide shooting permissions within 30 working days, significantly faster than the current process.

The platform will offer a one-stop solution for film facilitation, including the ability to book government and private locations approved by the state’s Film Corporation and the Department of Art, Culture, and Youth. Users will also be able to check the availability of shooting locations for specific dates and access integration with the Film Facilitation Office (FFO) Portal.
Additionally, the SWCS will handle the processing and payment of film subsidies and implement other measures as outlined in Bihar’s film policy. By streamlining these processes, Bihar hopes to attract more film projects, driving tourism, investment, and job creation in the state.
The government is now seeking a suitable vendor or agency to design, develop, and maintain the SWCS platform, with the objective of making Bihar one of the most film-friendly states in the country. This initiative is expected to significantly reduce bureaucratic hurdles, making Bihar an attractive option for filmmakers from around the world.
