New Delhi (Dailyingest) –On June 27, 2024, three UPSC aspirants lost their lives says reports. Reason is said to be flooding in an basement library of RAU’s IAS coaching in Old Rajender Nagar, Delhi after a heavy rain.
This unfortunate event has sparked widespread outrage and concern among students and their families, prompting demands for a long-term solution to the various issues faced by students attending coaching centers in Delhi.
Delhi Government Response
Responding to these concerns, the Minister for Education, Higher Education, TTE, Finance, Planning, Revenue, Power, Water, PWD, Law Justice & Legislative Affairs, Services, Vigilance, and Information & Publicity of the Government of Delhi has announced the government’s decision to draft a new Act aimed at regulating coaching institutes and associated businesses in the capital.
In a statement released from the Minister’s office, located at Room No. A-608, A-Wing, Delhi Secretariat, I.P. Estate, the Minister outlined the key issues that the proposed Act will address:
1. Adequate Infrastructure Regulations: Ensuring that coaching centers have proper infrastructure, including safety measures to prevent incidents like the recent flooding.
2. Regular Inspections and Audits: Establishing a system for periodic inspections and audits of facilities and infrastructure in coaching centers to ensure compliance with safety and quality standards.
3. Fee Regulation: Implementing measures to regulate the fees charged by coaching centers, making education more accessible and affordable for all students.
4. Prevention of Misleading Advertising: Setting guidelines to prevent coaching institutes from making false or misleading claims in their advertisements.
5. Regulation of Allied Businesses: Regulating businesses associated with coaching centers, such as room rentals, PG accommodations, and brokerage services, to protect students from exploitation.
6. Grievance Redressal Forum: Establishing a forum where students can bring their grievances and seek redressal on an ongoing basis.
7. Stakeholder Input: Addressing any other issues raised by stakeholders, including students, parents, and educational experts.
To ensure the comprehensive drafting of the Act, the Minister has announced the formation of a consultative committee consisting of 10 representatives from various coaching institutes across Delhi. This committee will provide valuable inputs and feedback on the proposed regulations.
The draft of the Act is expected to be prepared within three weeks and will subsequently be introduced in the Delhi Assembly.
Way Forward
In a proactive step, the Minister convened a meeting today in their office to discuss the preparation of the Bill. The meeting include key officials, including the Secretary of Higher Education and the Director of Higher Education, as well as the Chief Secretary.
The move has been welcomed by students and parents, who have long demanded better regulation of the coaching industry in Delhi.
